Public debt of the Russian Federation as an element of development strategy: pros and cons

The article considers the public debt of the Russian Federation as the most important element of the operation of the financial-economic system of the country. The publications of Russian researchers of the debt policy are subjected to analysis. The existence of a point of view, in which public debt is an element of the reasonable strategy of development of the Russian Federation, in the scientific community, is emphasized, as well as the arguments of the opponents of the concept are given. The position of the author of scientific articles on this issue is formulated on the basis of an analysis of the totality of the presented publications and on the study of the dynamics of public debt.
