State and municipal order in the conditions of social sphere transformation

There are discussed the problems connected with the organization of state and municipal social order like the mechanism of market environment formed in the social sphere. There are given the characteristics of the stages when the state and municipal social order is being done alongside with the analysis of the problems of its implementing in the management system. Also the connection with the social projecting of the integration processes within the municipal education is shown.
