State sovereignty as a form of positive legal responsibility of public authorities

The paper is concerned with the development and analysis of a fundamentally new concept of state sovereignty. Based on the study of various international legal acts the author concludes that state sovereignty is not just a supremacy of state power over the territory of a particular country and its independence in international relations, but above all, the most important form of positive legal responsibility of public authorities. Particular attention is paid to the interpretation of state sovereignty outlined in the concept of "Responsibility to protect» which has received international acclaim and unanimous recognition on the sixtieth session of the UN General Assembly in 2005.
