The article highlights the theoretical issues of functioning of states as subjects of international law, analyzes the legal status of states in modern international law, followed by a comparison of this situation with the actual circumstances. The fundamental problems of both the theoretical and actual role of states as subjects of international law are identified. The authors analyze and consider, from a theoretical point of view, the key features of the state, including the existence of sovereignty, territorial integrity, autonomy of political decision-making. A comparison of different states is carried out depending on the degree of their development. Using the general scientific and particular scientific methods, the article identifies the most significant problems related to determining the role and place of the state in the modern world and proposes a number of theoretical solutions.
