State and culture in the democratic future

The article considers the question on General principles and features of the policy ofthe democratic, legal and social state in the field of culture. The priority object of state care and the financing of culture in the conditions of democracy are cultural institutions and institutions conducive to the free access to the culture of wide layers of the population. Democratic state assumes the function of not only the financial support ofthe most important focuses ofthe preservation and dissemination ofnational and world culture, but on development of legal base of culture, protecting it from bureaucratic arbitrariness, protecting the identity and individual cultures of all the peoples of Russia, providing each citizen the right to free choice of their cultural identity.
