The state as a key factor in the transition to a closed cycle economy: foreign experience

The circular economy is a sustainable economic model focused on the reuse and recycling of materials to reduce the consumption of natural resources and prevent waste. This economic model requires a holistic and systematic approach that covers the sectoral policy of the national economy. Waste from one industry can act as a raw material for another, while the principle of complementarity is implemented. Diversity of actors, sectors and unity of purpose makes the circular economy systemic in nature. A systematic approach to the functioning of the economy should be based on the concept adopted by the state. This article identifies the leading countries making the transition to a circular economy; considered the measures taken aimed at the transition to a new economic model; reflects Russian initiatives for the transition to a circular economy; the conclusion is made about the importance of the role of the state in the formation of a set of measures necessary for the transition to a circular economy; a list of steps has been formed that should be implemented at the state level in order to further transition to a new model.
