The article considers the modern approaches to defining the role of state as factors in equitable economic growth. States are seen as the new competitive state, seeking not only to ensure stable economic growth, but also to associate it with such a public investment policy that would reduce the level of inequality in society and contribute to improving the welfare of their citizens. Special attention is paid to the types of economic growth, management of public policy and its types, which are defined by the attitude to it as a factor of economic development, politico-administrative reforms in the BRICS countries. The author marks an open nature of the political and administrative transformations and the lack of conceptual design as political and administrative reform of a new type.
