Civil and political activity of population as a factor of Russian political system reform (regional aspect)

The article examines the causes and factors of low civil and social-political activity of the population of Ulyanovsk region. The author analyzes the reasons for the third sector weakness, civil society, regional non-profit organizations, positive attitude of population to protests and the reasons for the low level of confidence to the authorities. As an example of the electoral behavior and the development of political participation forms the task of reforming of region political system is justified.
