The civil war of (1918-1922) the beginning of the constitutional history of the Russian Federation

The paper considers the peculiarities of forming of modern state and social system of the Russian Federation during the Civil war in Russia (1918-1922) that provide a basis for the state system of the modern Russian Federation. Their universal and special features are revealed. The author analyses the relationship of American and Soviet model of constitutional federalism. It was found that the content of the legislative work of the Soviet government in the mentioned period allows us to estimate it as the beginning of the constitutional development of the Russian state.
