Civil control in the practice of the local self-government: socio-cultural aspect

The article considers the implementation of civil control in terms of the local government. The civil control is undeveloped in Russ ia today because of the complex of social and cultural reasons, including the Russian traditions of public participation. It is proved that only collective forms of civil control are the most effective in Russia, and are based on the mobilization and effective utilization of social capital in local communities. However, the social capital of municipalities and individual groups is minimal and unclaimed due to a crisis of trust. The inhabitants of local communities does not usually associate the realization of social justice with their personal civil activity That is why pursuit of justice, which is the most important starter of civil control, does not work. Thus, many municipal officials counteract the implementation of civil control.
