This article examines the theory and practice of military-society relations, which are currently evolving under the influence of global changes and the increasing number of military conflicts, which affect not only military personnel but also civilians. A political analysis of civil-military relations in the national and international context is conducted, examining their typology and structure. The authors note that civil-military relations and the civic consciousness of many nations, including Russia, depend on their cultural and historical development and the military conflicts in which states participated. It is emphasized that the formation of civil-military relations of consent, which are more characteristic of stable state-political relations, is influenced by the presence of an external military threat and the need to defend against it. The analysis of the development of the system of civil control over the military organization in Russia, which covers the subsystems of state administrative, parliamentary control and public control, is carried out. The impact of special operations on the development of relations between the state, the armed forces, and society is examined. The authors conclude that interaction between the army and civil society is a key element of public and military governance. It directly affects the development of the armed forces and ensuring national security. Balanced relations between the military and the population strengthen internal and external stability, ensure that the army operates within its constitutional authority, and maintain the high social status of military personnel.
