Guarantee strategies and sustainable development mechanisms for the construction of new smart cities

The guarantee system is the key to the sustainable development of smart cities. In this paper, we construct a universal guarantee strategy framework from four dimensions: organizational mechanism, investment and financing model, talent technology, and assessment and security. The study proposes the establishment of a high-level coordination mechanism, diversified funding channels, “industry-university-research-use” talent ecology and dynamic assessment system to provide systematic support for the long-term operation of smart cities.
