On the basis of historical sources by case study of the Yakutsk region the article considers the role and place of governors in the bureaucratic apparatus of the imperial Russia. The author analyzes the relationship between governors and vice-governors. The regional specific features and the impact of personal qualities on the nature of senior regional administration are discussed.
