Concerning the object of deliberately false threatening warnings of a terrorist act

A deliberately false report of a terrorist act in the form of a threatening warning of socially dangerous actions is a type of so-called “psychological terrorism”. In the jurisprudence there are three views on the legal nature of these criminal acts. The advocates of the first one doubt the unambiguous attribution of such crimes to the category of attacks on public safety. The adherents of the second one claim the obvious social danger of such crimes. According to the latter view, such actions are characterized as just positive (since they help to improve the public security). The authors of the article state that the false threatening warnings of terrorist acts disrupt the work of institutions, enterprises, transport, go beyond the traditional attacks on public order (disturbance of public peace), break the rhythm of life of many people, and in addition, hamper the normal activity of law enforcement bodies and other national security authorities. Accordingly, the public security should be recognized as the main object of such crimes, while the optional objects are life, health, and property of individuals.
