The paper studies the features of the socio-economic transformations of the eastern territories of the USSR in the second half of the 1920s. The purpose of research is to fill, on the basis of archival documents, information about the development of the idea of organizing agricultural production in the form of agro-industrial combines and an attempt to implement it in the Minusinsk District of the Siberian Region in the second half of the 1920s. The scientific novelty of the work lies in the fact that previously unpublished archival materials stored in the archive of the city of Minusinsk are presented. Measures to develop a master plan for the development of the national economy of Siberia, which began in 1927, are shown. The main startingpoint was the possibility of creating a powerful energy base in the eastern regions, and on its basis Siberian scientists proposed the idea of organizing agricultural production in the form of agro-industrial combines. Archival documents are presented that testify to the activities carried out in the Minusinsk District to organize the construction of an electric plant in the village of Idrinskoe in 1928-1929, which was to become the basis for the formation of one of the first agro-industrial formations in Siberia. An analysis of the design materials made by Novosibirsk designers was carried out, in which the expediency of building the main facilities of the plant was justified, but in the future, they did not receive practical implementation. Archival documents provide a visual representation of one of the short but striking stages in the transformation of Siberia, associated with the search for new social and economic forms of organizing rural areas in the difficult conditions of Soviet reality in the pre-war years. The considered documents on the plans for the transformation of the eastern regions of the country in the 1920s make it possible to identify the historical relationship with the modern problems of the development of Siberia.
