The article examines the concept of the constitutional state by M.M. Kovalevsky, in which the idea of solidarity occupies a key place. The position is substantiated according to which parliamentarism, the system of rights and freedoms of citizens, the separation of powers, as well as the supremacy of legal law aimed at developing social solidarity are the basis for creating a balanced social system. Strengthening the foundations of solidarity contributes to the achievement of a more advanced form of state - a constitutional social state.
