The idea of strengthening the role of parliament in the official discourse of Russia and Belarus

The article delves into the semantic content of the idea of strengthening the role of parliament in the official discourse of Russia and Belarus. The research examines the overall dynamics of the process and the changes occurring in the aspect of state-building in both countries. These processes are largely determined by the autonomous developments within the Union State, as the political systems of the two countries evolve quite independently from each other. It is noteworthy that in the Russian Federation, the idea of enhancing the role of parliament is supported by the country’s officials, while emphasizing a gradual approach without prejudice to the leading role of the President. In Russia, one of the steps in this process is the gradual evolution of the political system through changes in the status of the Federal Assembly of the Russian Federation. Following the adoption of amendments to the Russian Constitution, the country’s parliament has acquired more supervisory functions and responsibilities for approving ministers within the Government of Russia. In the Republic of Belarus, the ideas of strengthening the role of parliament do not find their practical implementation, since the model of political structure with strong positions of the head of state suits the Belarusian society, contributing to its consolidation.
