Ideological, spiritual and moral framework of public service in Russia

The article considers the key regulator that determines the specific behavior of the personality, his moral attitudes. Suffice it to recall that many events of our age, which have had a great public response, are associated not with legal, but above all with moral problems of government officials’ behavior. Russian statehood is currently at a difficult transition stage. On the one hand, democratic transformations are being carried out, market relations are developing, guarantees for observance of human and freedoms are expanding, on the other, a complex process of developing new moral ideals that would correspond to the spirit of the times is underway. The moral and legal components of public service influence the level of integrity and democracy of the state. Currently, the public service in Russia requires reformation. Legislative development of service relations is directly related to the task of improving the efficiency of public service. The question at issue is governing of relations in public service by special federal laws and the Labour Code of the Russian Federation, because of this, controversial situations arise in a number of cases, it is unclear what legal regulations should be applied in each individual case. Therefore, it is necessary to improve the provisions of special law on state public service.
