Import substitution in technical service of agricultural machinery

The conclusions presented in the article are based on the indicators results of realization in 2013 State program of Russia agriculture development for 2013-2020. Average annual reduction of tractor fleet in the period after 2000 is 25,0 thous. pcs., while in 2013 agricultural goods producers purchased 15,3 thous. tractors, about 6 thous. pcs. of combine harvesters. Insufficient rates of machinery renewal remain unchanged, and taking into consideration real risk of economic sanctions impact on agricultural machinery import from the USA and the EU it can be stated that consequent effects of rural areas technical assistance might be extremely unfavorable. It can be realized in the reduction or even in cancellation of spare parts import for repair of previously supplied machinery. Analysis of foreign machinery repair expenses demonstrates that original spare parts cost can reach 85% from total repair cost including costs on engineer relocation to machine operation place. Today many suppliers of foreign machinery are actively involved into promotion of elements and aggregates being reconditioned in factory conditions. These elements cost sufficiently differs (to 30%) from new price, and from price of some aggregates, for example, transmission more - to 50%. At that plants provide a guarantee on these spare parts and aggregates as on new spare part or aggregate. Capacity of spare parts market with consideration of the mentioned enterprises and organizations is estimated 80 bln. rubles. Measures on minimization of possible economic sanctions from the USA and the EU side on supply of machinery, spare parts and repair and technological equipment to Russia are justified.
