Import substitution in Russian libraries

The article discusses the policy of import substitution in IT in the libraries. The authors describes the basic principles of import substitution, the reasons for the slow transition to Russian software, the main groups of software used in libraries, and their analogues included in the Unified Register of Russian Programs for Electronic Computers and Databases. In conclusion, they pick out positive consequences of the transition to the Russian software for Russian economy.
