Currently, the main law governing the treatment of citizens in local government is the Federal Law "On the order of consideration of citizens of the Russian Federation" dated May 2, 2006 . The right of citizens to appeal to the state and municipal authorities is one of the most important rights , as it is enshrined in the Constitution of the Russian Federation. This right is reflected in the fact that citizens have the right to appeal personally and also to direct collective appeals to public authorities .
Thus , it is necessary to conclude that the organization of consideration of appeals shows the effectiveness of public authority , and do not forget that it is closely linked with the healthy development of society.
To date, there are many problems in the regulation of the relationship between citizens and government. Organization is particularly highlight this relationship . For many years, the government is trying to improve the system of consideration of population , as well as solving a problem. But until now, there is a trend of insufficient performance of public authorities. This is facilitated by a variety of reasons : corruption, unskilled work , conflicts of interest on state and municipal service , etc.
This will effectively apply the following recommendations for improving the work with citizens :

1) Quarterly inspect compliance with the requests , on-site ;

2 ) Conduct information days in the settlements ;

3) Develop an effective monitoring of the implementation scheme of complaints received during the information days ;

4 ) Conduct the reports of heads of organizations , departments , heads of regional administrations of work with citizens on an extended hardware meetings;
-
5) Require managers Housing conduct field meetings of the population;

6) Informing the public about opportunities to participate in local government and support of the citizens ;
-
7) A public reception with local authorities to provide qualified legal assistance to local communities and consultation on local issues , clarification of legislative provisions on local government , municipal charters and other legal acts affecting the rights of citizens.
In the development of information and analytical work with citizens in the state and municipal authorities , it is important :

- Analyze incoming written and oral treatment for chronological intervals , thematic , regional and social aspects ;

- Make greater use of analytical materials in the preparation of solutions , develop proposals to resolve the problems of the district , industries and social groups;
-
- Regularly inform the public through the media about the practice of written and oral applications of citizens and their outcome ;
-
- Regularly reflect in the media the main issues that concern citizens;
-
- Regularly inform the public about the activities of federal departments and agencies on key socio-economic issues through internet sites , multiple reference and information systems , the media .
All of these proposals would provide cost savings of citizens and organizations to overcome barriers in the interaction of power and society . Also guaranteed by strengthening the implementation of decisions , which is one of the priorities of the public authorities. In order to fulfill the tasks also need a rational organization of control over the activities of officers . Thus, it is ensured integrity and to guarantee the right of every citizen to appeal to the public authorities.
