Hospitality index in assessing the effectiveness of the tourism and hospitality industry development in the regions of the Russian Federation

The development of the tourism and hospitality industry is accompanied by various innovative approaches in creating incentives and rules for participants in the process of receiving and servicing tourists: hotels; catering establishments; tourist display facilities; guides; MICE organizations; tour bus and taxi drivers; as well as investors and all participants in the investment process; administrations and departments of tourism in the region. For this purpose, the article provides justification for the list of indicators of the hospitality index for the tourist regions of the Russian Federation. The article studies and justifies of the development and implementation of the hospitality index of the regions, including considering international experience. The analysis examines the criteria of the Travel & Tourism Competitiveness Index (TTCI) ratings, the results of which are considered for making decisions for investments in a particular country. It should be noted that basically all indicators in general depend on the policy of the state in creating favorable conditions for the development of the tourism and hospitality industry. One of the important conclusions of the analysis showed that local residents influence the feeling of hospitality in the city: in public places, in museums, in shops, in public transport, including taxi drivers. Therefore, while developing criteria for the hospitality index, it is necessary to include the code and the standards of hospitality of the region in the list. Based on a comparative analysis of approaches to assessing the quality of services of the tourism and hospitality industry in the region, the main indicators and criteria that need to be included in the list of the hospitality index and the creation of a rating of the most hospitable region and highlight the competitive advantages of a particular subject of the Russian Federation are given.
