Urban environment quality index of municipalities of the Russian Federation as an indicator of local and regional development

The article is devoted to the study of the urban environment quality index-an indicator of regional and local development. The share of cities with favorable environment by 2024 should grow by 2 times and reach 60% . Assessment of the urban environment is carried out on the basis of the assignment of points on 36 indicators, each of which is assigned from 1 to 10 points. The article describes that the applied criteria are incomplete, biased, often do not depend on the efforts of the city authorities and do not always reflect the quality of life of citizens living in cities.
