Quality indices of sectoral structural shifts in employment

The theme of the article is to demonstrate the capabilities of the developed by the author methods of analysis of positive and negative structural changes in employment "quality Index of structural changes (IQC)". Some approaches to employment structure forecasting in relation to official GDP and population projections are considered as additional issues related to the topic. The main conclusions and recommendations are that the ICS method or similar methods should be used not only for episodic studies of employment, but also for annual monitoring of the structure of the Russian economy.
