Indicative management of agroindustrial complex of the region

Indicative management category is fairly new. She appeared in the scientific press after the departure of the economies of some countries from scientific planning. Indicative plans reflect the emergence of a macroeconomic sector and regional proportions of development of industries. In all the relations of property, the state must establish certain landmarks, proportion, criteria for the development of the economy like industry and agriculture. The government should always be the main regulatory center of economic and financial system and to ensure the sustainability of economic growth. The authors proposed a system of indicative management in the region and the organization as well as project structure of the regional Ministry of agriculture with the functions of indicative management. The lack of indicative planning allows senior management the field of the system to manage the inter-sectoral balances, not allows to coordinate, and in some cases and to centralize certain financial resources for the implementation of the priorities. Often the funds allocated from budgets of different level continues, with the development of specific industries and areas, and on secondary activities of subsidized organizations. Indicative planning in a market environment should become the method of state regulation and show the private sector a more adequate ways of their development. The article also addresses the issue of state-cooperative groups. The current economic situation in the country requires a speedy return to the creation of state cooperative organizations. Cooperative formation in cooperation with the state regulation in the short term can improve the efficiency of agriculture. The effective functioning of state cooperative groups can contribute to the developed by the authors of the organizational-economic mechanism of management of such groups.
