Individual social transfers in Transbaikal and Far East in 1920-1922 as a component of social politics and ideology

The article analyzes authorities' normative basis and practical activity on pension payments and social benefits in Transbaikal in 1920 and in Primorye in 1920-1922. It defines the categories of population included in the circle of beneficiaries and excluded from it. The author shows that at the final stage of the Civil war social transfers worked as a mechanism of ideological struggle and formation of social basis of non-soviet political regimes.
