Индустриальные районы как инструмент модернизации традиционного общества: пример Южной Европы

Введение: в статье рассматривается вопрос разработки успешной политики по стимулированию экономического развития и модернизации отсталых регионов с преобладанием традиционных регуляторов. Цель: оценка эффективности и долгосрочных последствий политики поддержки формирования индустриальных районов (сетей малых и средних предприятий, работающих в традиционной для общины, в которой они живут, отрасли) в странах Южной Европы. Методы: диалектический метод познания экономических и социальных процессов, методы системного анализа, сравнительно ориентированного «case-study», индуктивный метод. Результаты: выявлены основные характеристики индустриальных районов, факторы их появления и развития; установлены причины зарождения индустриальных районов в Центральной Италии; проанализирована эффективность экономической политики по поддержке индустриальных районов в Южной Италии и Испании; определены траектории развития индустриальных районов по мере модернизации общества. Выводы: индустриальные районы являются не только устоявшейся в экономической теории концепцией, но и существующей во многих обществах с традиционными регуляторами структурой. Хотя индустриальные районы могут складываться лишь естественным путем, у государства есть инструменты по стимулированию их развития - к примеру, субсидии на создание общей для всех предпринимателей инфраструктуры или финансирование исследований. При такой политике индустриальные районы выступают как промежуточные институты: они помогают модернизироваться традиционному обществу, но по мере его развития сами серьезно трансформируются в сторону более стандартных форм экономического устройства.
