The question of topicality of the research in the information sphere, as a whole, and as well as process of the coevolution of low and the information, in particular needn't be proved. Along the whole history mankind born within the framework of the communicative process paid special attention to the question of the information dissemination and regulated this process by various ways, including the low. The given combination is one of the ways to explain the dispute on the information low. Some scholars deny the very fact of its existence.
