In the transition to a new quality of social and economic relations based on the development of information technologies in the beginning of the XXI century, the task of introducing and using information and communication technologies in the social sphere of Russia becomes important. The Russian Federation lags far behind Western countries in the use of information and communication tools. This is due to such factors as a protracted economic crisis, instability of the economy, low material security of the majority of the population, lack of readiness of the population and authorities to fully automate production processes, etc. However, in all regions of Russia an active process of informatization of different fields of activity is carried out. There are many examples of the use of information and communication technologies in public administration: the creation of e-government, the development of the portal for public services, the use of the Internet and social networks as a feedback channel to the public, etc. In the past twenty years, there has been a widespread use of information technology in all spheres of public life throughout the world, which is caused by the high speed of technical progress. This phenomenon entails changes in those areas of activity where it is most widely used. This article will consider the use of information and communication technologies in the social sphere, their effectiveness and rationality.
