Information barrier for the implementation of the practice of participation in the urban cultural policy of Samara

Urban cultural policy is necessary for the competent development of communication between city residents and the authorities. This article offers a drawing of a possible way to expand the communication field between representatives of the city government and residents of a particular city for the implementation of participation practice projects by creating an information hub based on the principle of data personalization.
