The article substantiates the place of infrastructure in the economic system, the concept and classification of the infrastructure services. The author considers two traditions in the economic theory regarding the justification of the list of goods, the production of which requires the state support. The paper reveals the motivation and mechanisms of implementation of public care infrastructure services as subsidized and merit good.
