He features of the organization of local self-government in cities of federal significance are well known, mainly they are expressed in very limited powers of municipalities. As international experience shows, initiative budgeting at the local level is intended to become a promising direction for the development of local self-government. The article reveals the problems of introducing initiative budgeting and shows ways to solve them at the local level in relation to St. Petersburg. The proposed model can be applied to other megacities and will contribute to an effective informational and political exchange "state-population", increasing the efficiency of budget spending. The article was prepared based on the results of the master's thesis in the framework of the contest "Students-City".
