Inclusive education in Russia: providing implementation terms

The issue of inclusive education has been recently actively discussed in the Russian Federation. The proof of this is the adoption of Federal State Educational Standard of Primary General Education for Students with Disabilities and Federal State Educational Standard for Students with Mental Retardation (Intellectual Disabilities) in 2014. They present a set of terms for implementing educational programs adopted for children of the above-mentioned categories. Funding is a prerequisite for providing inclusive education which is enshrined in these Standards. The research describes the results of the poll (of 81 heads of the education authorities of the constituent entities of the Russian Federation) on the financial support for the organizations dealing with special needs children (multiplying coefficients, standards, financing activities for creating special conditions) carried out as a part of the all-Russian monitoring by psychological, medical and educational committees.
