The topicality of considering the problem of rising education quality of disabled students is connected with an educational strategy concentrated on forming social and human capital in an educational system. It determines the necessity of creating conditions for getting higher education of high quality by the social group of disabled people. The effectiveness of inclusive training as a condition of rising education quality of disabled students from the point of satisfying a personal need for effective socialization that is the need for gaining means for building personal, professional, and social life. All the needs have special vital significance for disabled people. On the example of education of disabled people from Chelyabinsk State University practical confirmation of the effectiveness of the inclusive training by means of expert evaluation of the satisfaction with the choice of profession, results of education and development and with the data of the employed people.
