Inclusive potential of youth with disabilities in the field of health and social care and rehabilitation

The article reveals the results of sociological study conducted by the authors in April - May 2022 by the method of focus groups to study the inclusive potential of persons with disabilities (on the example of the Moscow student population). The results of the work have established the dominance of the medical model of disability over the social model, in which it is viewed as a condition associated with persistent impairment of health and bodily functions and in need of “treatment” or correction by means of rehabilitation and individual adaptation. The most typical barriers encountered by disabled persons in obtaining medical and social rehabilitation services were identified: excessive bureaucratization of the process, underestimation of the disability group, poor awareness of responsible persons of innovative methods and technical means of rehabilitation, violation of ethical standards by specialists from state health care and social protection agencies when interacting with disabled persons; recommendations for overcoming existing problems at the state level were developed.
