In modern conditions, the development of competitive agriculture in Russia is possible only if the latest innovative technologies and advanced technical and technological experience of developed countries are used. Great Britain has historically been one of the leaders of innovative, technical and technological development of agriculture among Western countries. Therefore, it is relevant to study the experience of the UK in organizing developments and introducing innovations in agriculture. The purpose of the work is to study the mechanism of interaction between the state, business, scientific organizations, agricultural producers in the preparation and implementation of innovation programs in agriculture, to study the principles and criteria for financing and selection of innovative projects. The relevance of the topic is also determined by the time of the study, when a new agrarian policy is being formed in the country after leaving the EU, the basis of which is the idea of innovative development of the country's agriculture and the transition to new principles of interaction between the state and agricultural producers. Approaches to the organization of work on innovative research and the first practical results are reflected in many policy documents, including the document "Program of innovations in agriculture aimed at developing the future of agriculture" (Farming Innovation Program launched to boost the future of farming), which is an integral part of the "Plan of measures of the transition period in agriculture agriculture in the period from 2021 to 2024" (Agricultural Transition Plan 2021 to 2024). Organizational principles and experience of working with innovation programs in the UK agro-industrial complex are of interest for use in the Russian agro-industrial complex.
