Innovative basis of the regulatory mechanism of innovative software of small enterprises

This article discusses the effectiveness of using the potential of the region, which largely depends on the conditions of innovative activity of small enterprises, their participation in the structural adjustment and modernization of industry and services. In industrialized countries, small and medium enterprises produce more than half of the gross domestic product. In order to transfer the region’s economy to a trajectory of dynamic growth, it is necessary to implement a program for the development of innovative activity of small businesses that can ensure a significant increase in the volume of competitive products and effective employment of the working-age population.
