Innovative development of Russian territories: problems of understanding, measurement and evaluation

The authors consider the current state of the methodology for assessing the innovative development of the national economy and regions of the country. They characterize the basic problems of the innovative development of the Russian economy and identify the directions for improving the system for measuring and evaluating innovations, taking into account Russian economic and territorial-geographical features. Comparison of the existing methods of rating assessment of the innovative development of the constituent entities of the Russian Federation is carried out and the consistency of their results is analyzed. Propose directions for improving the assessment methodology to increase its information and analytical significance.
