Innovative development in Russia: performance measurement and monitoring

This article analyzes innovation activity in the Russian Federation based on open data, ratings and reporting. The paper examines the indicators of activity, effectiveness and costs of innovation in the most successful regions of the country. The author of the article identifies the main problems hindering innovative development and emphasizes the need to monitor the effectiveness of innovation implementation at the level of the subjects of the Russian Federation.
