Innovative forms of dialogue between government and society

The article examines innovative forms of relations between the authorities and the population. The emphasis is made on the subjective quality of the population as a subject of politics. The author stresses the idea that the use of innovative dialogue models by authorities requires incorporation of these activities in the regulation of posts additions rights and obligations under certain competencies. According to the author, for a constructive dialogue between the authorities and society the presence of two-way communications and a common semantic information space is necessary.
