The article explores innovative technologies for managing regional human resources based on the application of electronic and digital tools within a systemic approach. It analyzes modern methods for identifying, assessing, and developing professional competencies of specialists across various economic sectors at the regional level. Special attention is given to the socio-economic development strategies of the Southern Federal District until 2030, enabling the identification of key digital technology features that promote activation and efficient use of human capital. The study reveals the specifics of integrating digital instruments into state and regional administration processes aimed at optimizing labor resource utilization amid challenges of macro-regional and federal economic modernization. Key findings emphasize the importance of innovative assessment and development methods for human resources, as well as the role of electronic-digital technologies in enhancing management efficiency at the regional level. The results can inform improvements in human capital management strategies amid digitalization and socio-economic transformation.
