The innovative potential of small cities

The social and cultural conditions of innovation process in two small cities of Perm kraj are analyzed. Anauthor identifies few types of social groups that differ according to their relation to innovation. Cluster analysiswas used for this. The limitation of the economic approach in explaining regional differences in thelevel of innovation capacity was found.
