Innovative potential of personnel in national economy as a tool of information society development strategy

The article considers innovative development of national economy as a tool of information society development strategy. The authors present systems of indicators through which monitoring of information development is carried out. While analyzing cause-and-effect relationships of factors defining values of indicators, the authors reveal innovative potential of personnel (IPP). The article gives a clarified definition of this phenomenon; suggests a phased approach to management of IPP formation through institutional structures with application of information technology; proves economic efficiency of this approach.
