Institutionalization of competitive ways for organizing the provision of services in the social sphere

Increased public demand for quality and accessibility of services in the social sphere requires the Russian government to introduce new approaches to the management of social services. If initially the solution to these problems is seen in the transformation of the network of subordinate institutions, in recent years it is considered in the context of the development of the non-governmental sector of budget service providers and the promotion of competition for budget subsidies and services consumers. The aim of the article is to investigate the practice of introducing competitive ways for organizing the provision of services in the social sphere. It is revealed that the Federal Law No. 189-FL “On State (Municipal) Social Order for the Provision of State (Municipal) Services in the Social Sphere” currently under approbation allows to overcome some of the barriers that exclude private organizations, primarily SONPOs, from the competitive distribution of budgetary funds. On the basis of empirical material the situation sum up with the introduction in Russian regions of tools of quasi-market relations in the process of production of publicly significant services - competitive selection of service and certificate provider. A number of factors constraining their scaling are identified, and possible prospects for the development of this process are shown.
