Institutional environment of human potential forming in the Republic of Buryatia

The comparative analysis of such conceptions as human capital, human potential, and labor resources is carried out in the article. The human potential is regarded as the broadest concept with advanced spatial and temporal characteristics, which contains besides the realized opportunities and qualities also hidden ones. It provides the evolution of the economic schools views on the "human factor” role in the social and economic development of society and regions. The author attempts to formulate possible methodologies for determining the impact of factors of different orders on the formation and use of human potential processes. The influence mechanism of each group of factors on formation, accumulation and use of human potential processes in the Republic of Buryatia is described in the work. The conclusions and recommendations are formulated in the article. They can be used when forming regional social and economic policy.
