Institutional environment and institutional changes in the agro-industrial complex of Russia in the conditions of the modern economy

At the present stage of development of the agro-industrial complex, the risks of uncertainty of institutional development have significantly increased, which is primarily associated with economic and political transformations in the world economy. This article examines the reformational impacts on the institutional environment of the domestic agricultural sector: the impact of regulators in the framework of the implementation of the priority national project for the development of the agro-industrial complex, Russia's accession to the WTO (World Trade Organization), periodic restrictions on food imports under international sanctions. Analyzing the conservatism of the agricultural sector of the economy, the characteristic of which is a long production cycle and insufficiently high maneuverability in the context of global external transformations, it is shown that domestic agriculture is again at the stage of choosing strategic priorities for further development, which necessitates changes in its institutional environment.
