In the face of contemporary challenges facing Russian society, the problem of the effectiveness of the education system is becoming more and more relevant. The processes of transformation of education and often not quite consistent testing of various models of its reform lead to many negative effects that affect the development of various social subsystems. One of the key contradictions that have caused the difficult situation of contemporary Russian education is the imperfection of the institutional environment of educational organizations, in which a complex set of regulatory, managerial, sociocultural and other problems is formed. To solve them, it is necessary to build models for optimizing the institutional environment, based on a number of theoretical approaches, the most developed among which is the neo-institutional theory. The aim of this paper is to explore the main components of the institutional environment of educational organizations as a set of normative regulators of social interactions between participants in the educational process.
