Labor rationing is the most important element of labor organization, representing the justification of standard labor costs, their measurement and evaluation based on norms. The article examines the institutional aspects of rationing and remuneration of labor, reveals their relationship through the characteristics of the areas of activity, functional purpose, regulation of legal documents. The algorithm of the rationing process is presented, demonstrating the phasing of this system. The vector of wage rationing has been formalized. The issue of transition to professional standards as the basis for the formation of a new system of management of national qualifications is analyzed.
