Institutional aspects of pension reform in Russia

This article regards a number of institutional problems, which are faced by social policy of the modern Russian government in an area of pension system reforming and wage level increasing, economic backgrounds of creating a civil society in Russia, and other problems of making government decision making more democratic in an area of social life.
