Institutional foundations of cultural policy: the experience of functional determination

The article considers the main approaches to the “institute” notion understanding resulted in the conclusion made by the author that there is not enough conceptualization of the “new” (“novelty”) concerning the “institute” phenomenon in Russian science. The author has also carried out sociological analysis of the objects interpreted by the Russian scientific thought as “institutes”. He has proposed a cluster grouping of institutes proceeding from the sociological and culturological approaches for their definition in the topics of scientific researches. He has grouped all institutes on the ground of stage-activity model of cultural policy taking into account institutional provision of such activity positions as “ideologist”, “analyst”, “projector”, “administrative manager”, “keeper”, “expert”. The article concludes by saying that he position of an “ideologist” in Russian cultural policy hasn't been provided by the institutions of sociological cluster. The author discloses the problems connected with the creation of the corresponding institutions and stresses the necessity of determining of theoretical grounds for projecting the institutions providing cultural policy effectiveness from its planning up to its implementation.
